Affordable apartments

Affordable, single family residences in local communities. We need to better balance housing and tax base. Too many municipalities are heavy with hi end housing, over 55s, and apartments. The latter solves housing but not taxes for schools. Towns without commercial tax bases are struggling. People are struggling to find an affordable home. What can NH do to incentive builders to make 3 BR, 1.5 bath homes under 400k?
