Liquor Inventory Transfers between Licensees

Create a process for liquor licensees to transfer excess/leftover/seasonal inventory to another licensee. NH relies on MR Tax & liquor sales. But food/bev businesses have small margins, are seasonal, & have a lot of cash tied up in inventory. If bottles are sitting in storage, they aren't making money for anyone, including NH. The Commission could charge a transfer fee, the inventory will be correctly linked to an active license, the original licensee generates some cash flow, & the liquor is now being sold by the new licensee, generating taxes.
