The school voucher program should be eliminated. If not totally eliminated then the income limits should be reinstated.
I thought this, but then somebody recently told me that the state used to have other ways they provided funds to support education, and that they've removed those over time. Can anybody speak to this? What is the history of how we've funded public education in NH?

I agree 100%. Sales tax is one of the best ways to earn for the state for so many reasons. Number one is that it's very flexible and targetable: we can choose to only tax certain discretionary items (i.e. wants not needs), and not tax non-discretionary things (like groceries and gas). Sales tax also allows visitors from out of state to contribute, simply as a tourist buying stuff; almost all other types of tax can't do this. Sales tax is also hard to "miss" on, because it's done at point of sale and is not incumbent on individuals filing honestly or arbitrary town decisions. Finally, it aligns tax with true commerce which is way less personal (i.e. not based on your income or your house), so it grows with more commerce in the state which is generally what you want anyway.
