Tax unused land and vacant property.

All over there is empty property and land being held in investment funds never being sold and never being improved. They just sit around as a land bank stealing opportunity and housing from the community. And with the current aggressive property tax model this is encouraged because improving it would increase taxes. If someone wants to hold land and empty houses they should pay their fair share to the community that they remove this opportunity from and therefore have a much heavier tax burden.

They should pay their fair share and it's call an income tax. Regressive taxes cannot keep up with the demand for public funds required to operate public services. A progressive income tax based upon income taxes those with more, can help solve the problem.
